1. Background and Rationale


Over the past decade, the Strategy for Education in Cameroon provided for a reorganization of the education system, focusing on first and second cycle teaching, which would promote a dynamic balance between the training offered and the demands of the production sector.
The actions carried out have made it possible to make significant progress in terms of educational provision, through the construction of several schools and supervisory structures for all levels of education, training and recruitment of teaching staff.
However, the current supply structure in terms of educational infrastructure does not yet meet the demand for education, to which are added the promotion of civic-mindedness, national integration and participation in economic and social development.
With regard to equity, regional and local disparities are still observed with regard to the provision of educational structures. Primary and secondary levels are particularly affected by this phenomenon. These disparities can also be seen in terms of girls' participation in school; their numbers tend to decrease as one evolves in the education system. It is this last aspect of the gender imbalance in the education strategy, mainly in rural areas, that marks our point of incineration to this initiative.

2. Nature of the Program

To address the above-mentioned shortcomings, and to promote development in rural areas, where the population in general, women in particular, is marked by both socio-cultural isolation and the health crisis, we propose to respond commutatively to Sustainable Development Goal (SDG) 4, ensure access for all to quality education, on an equal footing, and promoting lifelong learning opportunities on the one hand; and to respect the requirements of cameroon's National Development Strategy (SND 30), which reinforces the idea of involving all components of society at the grassroots level, in the promotion of local development on the other hand.
The READ and SHINE Programme (PRS) will support in particular the following local public policies and government objectives:
(a) National Development Strategy. This strategy includes seven priority axes, in which the PRS contributes in particular to (i) the designation of the rural sector as a priority sector for diversification and economic growth in Cameroon; (ii) develop basic socio-economic infrastructure in a sustainable manner; (iii) strengthen human resources, as well as the social sector, and promote the integration of vulnerable groups into the productive sector;
(b) Rural Development Strategy. The strategy has five priority axes: (i) local development, (ii) development of agricultural production, (iii) institutional support, (iv) forests and environment, and (v) financing of rural development, whose local development activities in particular will be implemented within the framework of the PRS.
